First, try to remove rust from the turns of the thread with a stiff metal brush. Then choose the right tool - preferably a socket wrench or head (the longer the handle of the tool that unscrews the bolt, the more chances to unscrew it). If the problem does not move, then you should use one of the effective lubricants of the British brand Ambersil. Namely, penetrating oil, which is abundantly applied to the surface of parts and left for a while to soften rust and dirt. Then unscrew.
If the result is negative, there are several options. To avoid cutting the bolt or nut (which can significantly delay repairs and increase financial costs), you should heat the part with a cutter or gas soldering iron, or use anti-corrosion oil Rust Flash. Ten seconds of spraying the material quickly freezes the rust to -40 degrees, it cracks and this allows the oil to penetrate to the depth of the thread and unlock the rusty screw and nut. It is now easy to unscrew the bolt / nut.
